When I move the mouse to click on an Icon to open a program

all the Icons move away from the pointer.

I can chase them around the screen but I can't catch them.

Can you help me?

How frustrating this could be for you I think what you might be doing is moving your mouse while your double clicking This will cause you to drag the icon to other locations on the screen What you might want to try is to move the mouse to the icon that you are going to select Right click the mouse and that will highlight the icon that you choose A menu will open and usually at the top of that menu is the word OPEN Left click on OPEN one time and the program will open up.

If this doesn't work for you, go to start, settings, control panel, and find mouse Double click on the mouse and the properties for your mouse will open up Go to pointers and make sure NORMAL is highlighted If not, highlight it with your pointer and then click OK This should take care of your problem.

Good luck.
