Why can't I change my color quality?

I know how to change from 16 color to 256 color, (start, settings, control panel, display) but it won't work on my computer. What happens is when I go to change it, the only option it gives me is 16 colors. Why and what can I do about this?

This means that your video card can only support 16 bit color quality You will need to get a new video card if you want to improve your color quality.
