What is cloaker.exe and how can I get it?

I am trying to extract files from my recovery disc and am unable to, am getting a message: Unable need cloaker.exe

I did a file folder search and can not find that file on my PC but when I search the recovery disc it is there but I can not restore it to my PC. Need help
