How to reinstall Windows 98?

It seems computers purchased around 3 years ago (Windows 98, 333 processor, 8 Gig, 64meg) are almost unusable. Activities like opening a word document or a web browser almost always hang the computer, take 5 minutes to open or crash the active desktop. I defrag the computer regularly and I have more than enough free disk space. Is there anything that can be done to improve the performance or do these PCs have some sort of long term self defeating disk storage problem that can't be fixed?
