Why am I getting the error

I currently use Windows 98, upgrade edition, and although the browser is working fine I am unable to start Outlook Express. As soon as I double click on the OE icon I get the following message, "Outlook Express could not be started because MSOE.DLL could not be Loaded."

I have uninstalled Outlook and downloaded the latest from MS, that is version 5.5 and 6.0 to no avail. Where do I go from here? Please advise asap. Tnx.
