Should I upgrade or fresh install?

This may sound silly. I am using Win95. I want to install Win98, but only because I need to put in a firewall and virus protection, and the lowest version they will accept is Win98.

I have a Win98 disk from my wife's computer. I have backed up my complete C: drive where I have been using Win95. Is it safe just to install Win98 "over" it? Or what?

If you have all your files backed up You can now do an upgrade or a fresh installation I recommend to do a fresh installation With the upgrade some times the computer's performance isn't as good as if you do a fresh installation
