Do a left click to get into control panel

When I right click on controlpanelnothing happens.I cannot get any of the icons to doanything.I have started and restarted but no change.Any ideas?

To get into the control panel you click the start button, go to settings and left click control panel to get into it you can't get into control panel by doing a right click.
