Wrong or misconfigured hardware.
my system has two issues. First, my mouse uses a generic USB port and freezes up often. the only way to reestablish use is to "hot boot" the mouse. How do i fix this problem?
Second, when i go to turn on the comp it will not boot unless it has be turned on for a wile and then restarted, what is the fix to this problem?

In regards to your first question, you might have a malfunctioning
mouse or an uncorrectly configured mouse.(2)you might have a missing device driver.(3)you might have an outdated firmware or bios a possible solution would be to try one of the three items I listed and then turn the computer off and then turn it back on to reset the USB
In regards to your second question, It sounds like your Power supply might be failing, or it might not have enough juice I would try installing a new power supply
