Why won't my pc boot?

My pc won't boot up. A light comes on the front panel of the computer. But nothing is booting and there is no signal to the moniter. Is there a F fuction key the I can use to take me to the set up menu to get to dos in order to reboot. I put in the recovery disk and is not reading it.

I unpluged and the repluged all the conections inside. Any help will be appreciated Thanks

You need to check the monitor on another machine Do you get any beep codes? Go to the manufacturer site to check them out.
