I am running windows ME and have accidently lost my
desktop icon for my Recycle Bin. How do I get it back on my
desktop and where is it located originally?

There are a couple of solutions.
First, did by any chance you happen to install TweakUI on this machine? Tweak UI is a free program from Microsoft which, among other things, can eliminate your recycle bin
The quick-and-dirty method, is to right-click Start, click Explore, right click the recycle bin, then create a shortcut to your desktop Alternately, you can just drag the thing to your desktop Right click again, this time on the desktop icon, then rename it "Recycle Bin."
Should those little shortcut arrows annoy you, TweakUI can take care of those, as well In fact, that's all I ever use TweakUI for.
