How to create a startup disk?

while running the refesh cd, the power failed...now computer says windows is not fully installed....it says run set up again....how do i ... i have no startup disk

This how you create a startup disk:

Do it in a computer that has win 98.

1 Insert a blank floppy disk into the floppy disk drive.

2 Click Start, point to Settings, and click Control Panel.

3 Double-click Add/Remove Programs.

4 Click the Startup Disk tab, and then click Create Disk Click OK when prompted.
