What is IRQ conflict?

If I choose 'restart' at anytime, I get the message that there is no mouse attached. Of course, then I no use of the mouse and have no choice but to shut down manually, which leads to the blue screen.......

Why can't this computer be 'restarted'

Check the settings on Device manager through the mouse properties in control panel.
