Where is the background settings?

When computer is turned on the background has become distorted and remains like this as all times

I have checked the background apperance and there seems to be no problems

I have run ascan disk and this has come up with nothing and I have also done a virus check which does not show anything

Go to Control Panel, Display, settings and change the color to higher setting.
