Where is the resolution settings?

My monitor image is blurred (words are unreadable, iamges are not as bad). I hooked up my laptop to the monitor(as an external display) and the image remained blurred. I hooked up an old monitor to the desktop computer and the image at first was clear but within minutes blurred. I apologize for typos but I can't read what I'm typing. Thanks for any help.
