How to boot up from windows

My HP 6636C is now shutting down within a few seconds of startup. When you press the power button again nothing will happen for about 30 seconds or so and then when you press it it will shut down a few seconds after starting again. After numerous tries, occasionally it will startup normally and not shut down. Is this a motherboard problem?

Boot up in safe mode and run antivirus do this by booting up in advance options menu (press f8 and select the last known configuration and restore it to the registry durning the last successful boot.
