When a picture is to big to open

When I download a picture from a digital camera it is too large for me to view. I can move it around on my monitor and can see what it is but can not see the whole picture at the same time.

You need to set the picture as a jpeg first to do this, go to the setting in the camera then you can see it were it says snaptshot image format click on jpeg and then press enable photo re start the computer and the settings will be saved.
