Can recovery disk reboot system?

i turned my computer off for several days..now it ask for a boot disk..which i don't have..i have the recovery disks..but the cd won't open to so i could maybe run that..any suggestions on how to get it up again??thanks

The recovery disk should do the trick but since you said the cd drive won't open, I suggest you check the power cable going to the cd drive and if necessary uninstall and then reinstall the cd drive If the drive still dosent' open test the power source by switching it out with the hard drive power connection If the power connection is working then i suggest you replace your cd drive and run the recovery disk If it is the power connection then replace that also In other words your recovery disk should reboot your system.
