How you can reset your settings?

I keep getting error in loading dill url file //c:win\web\controlp.htt

That is a file that sets your uniform resource locators in order to reset the configuration setting you can do this:

go to start, run ,in the run box type MSCONFIG and then follow the prompts and then when you get to the calender pick a date that you no your computer was running fine then wizzard will walk you through the rest of the way, after that you need to restart your computer to make sure all the setting where set.
