How to find a program and remove it

I have a Web Dialer program I picked up somewhere. Occasionally, it just starts dialing a 900 number. It is a stealth program since I cannot find it on my hard drive. It will not allow me to find it to erase it. Any suggestions...?

Go to control panel and then go to the add and remove programs and then look their, if found right click and then remove the program.
