Can I use Windows 98 programs in XP?

My old computer was Widows 98 and my new is XP, can I use Windows 98 programs in XP?

Windows XP Home Edition is an upgrade to Windows 98/Me so if you have that one you shouldn't have a problem using the same programs but XP has more hardware requirements than 98
