Why won't Windows load?

When i turn on the computer, windows me will not load. Instead it says preparing to write files, after for like 20 min. a screen pops up saying that i have to accept or decline page. Then another page pops and overlaps that page but not all the way , saying that i have to register the computer. Its got back and next the only to click option, try to click next and it won't go any further, but if i click back it says is i should be hearing music but i don't. Thats as far as the my computer go to. try safe mode already it won't work will not even boot in safe mode, any help will be great thank you.
