Hard Disks

I have two separate Hard Disks, one is 20GB, the other is 40GB. Both have been partitioned into 6 parts total, each 10GB. Now, I have a problem every time i try to relocate files from one partition to another. The time taken is VERY slow to complete the relocation. Also, when I delete any files and then try to remove them from the recycling bin, it takes a lot of time. What is the cause for these problems and how do I solve them?
