What is problem with power supply...?

Upon start-up (computer turned off) Windows loads the desktop just fine. I can launch an application such as Outlook but it's frozen until I Cntl-Alt-Del once and close the box. Ie, I do not close any application, I just open the "Windows Task Manager" box that pops up after cntl-alt-del and them close it and the machine is freed up. Same scenario, the task bar at the bottom will not respond until I do the cntl-alt-del step. What is happening and how can I avoid going through this step? I guess if you tell me this is not harmful and will always work, it's a nuisance and I can live with it.

You can possibly have a power supply problem or you need more space or fans need to be cleaned Check your computer to see exactly what could be causing the problem.
