Why your files are slow in transfering files?

I have two separate hard disks, one older one which is 20GB and the other 40GB. Both are partitioned into 10GB partitions wth a total of 6 partitions. I have a problem now that everytime I try to transfer files from one partition to another, it takes a pretty long time, MUCH longer than if I am just moving files within the partition. Also, whenever I delete any files and then remove them from the Recycling Bin, it takes a long long time to remove the files. What could be the cause of the problem and how do I solve it?

Fisrt check your cables then check the configuration in rear hard of the hard drive and the speed because the 20 gig might be slower then the 40 gig
