What is wrong with my CD-ROM?

I have just installed a new hard drive and changed it to master. I successfully booted up into Win 98, the old drive and the new master are recognised, but the CD rom is no longer recognised. If I revert to the original setup with the old hard drive as master, the cd rom is recognised again. What am I doing wrong?

In the Bios screen, place the CD-ROM as master drive on the secondary IDE drive.
