What is problem with monitor?

we are having trouble setting our colors to 256, when you go to the color settings it shows the colors to be set at 16. when you click on 256 and ok it then restarts and is back on 16 again.also when you turn the computer on it is on safe mode. we ran the maitenance wizard to try to correct some problems and did a virus check but didn't find anything.
