How can I make my USB work?

I have two computers both with USB ports but on both machines the USB ports dont seem to work - i tryed installing a webcam and this is when i noticed that they didnt work. Its as if they are not there.

It is recommended that you upgrade to Windows 98 SE for full USB support.To install your Zip USB drive, please follow these steps:

Close any open programs or windows.

Click Start and click Shut Down.

Click Restart and click OK.

As your computer boots, watch your computer screen for information on which key or combination of keys to press to access the computer BIOS (setup).

Note: Some common keys to press are ESC, F1, F2, F10, Ctrl Del or Del If you are not sure how to access your computer's BIOS (setup), please refer to the documentation that came with your computer or contact your computer's manufacturer.

Locate the USB controller option and change the status to enabled if it is not already enabled.

Save the changes and restart your computer for the changes to take effect.
