How to format the drives

I recently bought a new tower, a new processor and a new motherboard and installed two hard drives I was using in an older Gateway computer on an XP operating system into the new tower.

When I originally installed everything in the new tower, I didn't realize that I had to put the motherboard on risers until my computer wouldn't even come on. After I fixed this I reformated my main drive and installed XP again on that drive.

However, although the system recognized the other hard drive, I can't expand the files/folder and my computer tells me that the drive needs to be formatted.

Is there a way to recover what was on that drive? If so, how? What can I do?
