On my neighbors PC IE6 crashes when it is launched. Reinstall/repair do no good, and uninstall doesn't work either. What it does is IE opens the window starts to work then closes. Any suggestions.

I've examined your profile, you are using a dial-up-connection and you're trying to access the Internet with Internert Explorer Internet Explorer works if you have an Internet Service Provider such as AOL, Earthlink or MSN to access it, what you're probably seeing is a "Work offline" Internet page and when you try to browse you get a no access page.
