What is switch back?

I switched to cox cable from earthlink, and ever since I cannot open attachments that I receive with my emails. I get a message that says...WINDOWS CANNOT FIND "BROWSER.EXE." THIS PROGRAM IS NEEDED FOR OPENING FILES OF TYPE "EARTHLINK MAIL MESSAGE".
