How can i open Opera browser

Why can't I use the Opera browser with my Cox@home service? I just get error messages saying that it cannot connect.

I went to install the Opera browser using Road Runner cable online service, Cox Cable is a southern system if I'm not mistaken, I started the download and chose the Georgia site and it came up not found, then I chose the Callifornia site and had no problem with the download and setup try to download again and choose a different state it doesn't matter.
