Check your security options

i CAN'T SEEM TO GO TO SOME SITES, OR DOWNLOAD BECAUSE THEY SAY THAT i DO NOT HAVE MY COOKIES ANABLED. HOWEVER, AFTER CHECKING MY INTERNET OPTIONS, THE COOKIES ARE ENABLED.

Even though you have cookies enabled, sometimes the level of security may be set to high in your security section, try a lower security option and try to download again, in your advanced section make sure the use SSL 2.0, SSL 3.0, and TTL 1.0 are checked.
