Rebooting is a task a computer performs when you select the restart option or shut down option when attepting to turn off your computer It allows the computer to Reboot (meaning to start its POST- Power ON Self Test) and starts up its operating system which in your case is Wuindows 98.
Since you can not see the images on the screen its a possibility you can not see the start button on your desktop..
Try the following steps on your desktop to reboot your computer:
Press the ALt Key and the F4 keys at the same time This Should bring up a dialog box press enter to select default option (since your screen is unviewable) and this should restart (Rebbot) your system.
Two other suggestions:
1) Invest in getting more memory for your computer 64 mb is good for your system but i suggest upgrading to 128 mb of SDRAM it will allow your system to run more smoothly.
2) Invest in a better Video Card
