How you can fix the preformance on your pc?

My PC has suddenly had a drastic drop in its performance, simple tasks that it used to perform simply now take an age. Even the windows start up noise crackles and breaks up.

I have tried defraging, running disk scans, everything Norton System Works can through at it, and everything comes up fine.

If there may be any way of fixing this problem without reformating the hard drive I would love to hear about it.
