I'm using Outlook Express for email. I'd like to install Microsoft Outlook but am concerned that the Celeron processor(233 MHZ) is not fast enough to handle it. I have 96 MB of Ram. What are your thoughts about the performance I would receive.

You have more than enough memory to install Microsoft Outlook system requirements for Outlook on your Windows 98 OS is 24MB.
