How can get rid of that flicker

When starting computer the display flickers as though someone were holding a mobile phone near it. The windows starting graphic then displays, but when windows has loaded the monitor clicks several times in quick succession and then there is no display. Do i need a new graphics card?

Open the Display properties sheet and select the settings tab, click advanced, click adapter and select 72Hz or higher screen refresh rate Check to see if flicker has been reduced or eliminated Refresh rates of 72Hz or higher are flicker free and are more comfortable for prolonged use.
