When should you ask for the the companys help?

I am unable to view an e-mailed picture sent in the .tiff format. When I try to open it I get "No Preview Available". I recently downloaded the Service Pack 1 for Windows XP and the current update for Internet Explorer 6. Compaq Support told me to find a Web Graphics tab and change it to Never compress graphics, but I can't find this setting. Can you help?
