Hwo to clear the messsage?

I have Windows XP and recently wanted to install some software from a cdrom. I get a message indicating "You have a unfinished setup on your system that requires that you restart your computer. Please restart your computer before running this setup. " Problem is, I follow the request to restart my computer but it doesn't seem to clear up whatever unfinished setup I have.
