Creating a password for Internet Explorer

Does either Windows of Explorer offer the capability to restrict and pasword the time of day or night that the internet can be accessed? Thank you.

There's Windows Explorer and Internet Explorer, you can create a password for your internet connections, but not the time of day Go to start > settings > control panel > Internet options and select security, look down the screen and click custom level, it will open up security options page and scroll down to user atuhentication and select username and password.
