Why you can not open file?

i downloaded a file with the Extension .BIN, how do you open this in Windows XP when i try a black MSDOS box flickers on the screen please help

When you download from the internet you should check your resources .BIN should be the file format for that file I dont think, from what I have looked up that .BIN is actually a file format Or you dont have the right program to open that file on your computer.
