To troubleshoot this issue, follow these steps:

Start Internet Services Manager, or open the Microsoft Management Console (MMC) that contains the Microsoft Internet Information Services (IIS) snap-in.

Expand * ServerName, where ServerName is the name of the server.

Right-click Default Web Site, and then click Properties.

In the Properties dialog box, click the Home Directory tab, and then click Configuration (at the lower-right).

In the Application Configuration dialog box that appears, click the App Options tab, and then make sure that the Enable session state check box is selected.

NOTE: For the console to connect, you may still have to recycle the IIS services on the server
