WHILE THE COMPTER IS SITTING IDLE OR THE KEYBOARD IS BEING USED THE MOUSE FLASHES BETWEEN THE POINTER AND THE HOUR GLASS VERY RAPIDLEY WHICH CAUSES A DELAY IN TYPING OR PROCESSING. WHAT COULD BE CAUSING THIS?

The problem lies with in the configuration of your mouse settings.
Do the following:
Click the start button on your desktop
Scroll up and click the run button, once there type in the word control
This should take you to the control panel window
Scroll down and double click the mouse icon
Here you need to to slow down the pace of how your mouse reacts when you double click an item.
Do the same steps but instead of clicking the mouse icon, click the keyboard icon
Once there configure options to slow the pace of how your keys will respond when pressed.
This should hopefully solve your problem.
