Hey my cousins pc is like month old, was working fine, then suddenly when you go to shut down - 'start', 'turn off computer', 'turn off' it restarts itself instead of shutting down, and the only way to turn it off is by the power switch.

Should i reinstall windows, or maybe a setting in the bios??

Your problem doesnt reside in your bios it resides in the power options of your system.

Do the following:

Click on the start button on your desktop

scroll and click on the run option.

Type in the word control and press enter

This will take you to the control panel

Once there scroll down and click on the power options icon

Here you can configure an option to have your computer shut down your computer when the power button is pressed.
