What is the result when OutLook Express6 cannot receive any attachment from AOL.

I followed your link to update the Windows 98 security issue. After installing the update, I now have Outlook Express 6 and can not receive any attachments from AOL users any longer?

Is there a way to switch to Outlook from Outlook Express when using Cox Cable?

The reason is that you probably have an older version of AOL.
