What is a power supply problem?

My computer has (since I put it together) had problems rebooting, sometimes it will be in the middle of a game and at other times it is while loading a page, others just while it is sitting there. I also hear a high pitched noise coming from the computer and I am certain that it isn't a fan. The noise seems to get louder whenever the computer is working. I have tried disconnecting everything not needed for operation and have the same problems and noise. I'm at a loss, I've just been dealing with it. What could the problem be?
