What is the Browser?

I have problem with my pop up window for my IE, if I was to listen internet radio or click to open a new window, a seperate small window pop ups and those kind of pop ups do not seem to be loading. The browser opens up but nothing is loading. How do I fix this?

Click the Refresh Tab on the Browser Using a slow connection to access the Internet may cause loading pictures a long time to appear.
