Can yo Help turn my computer off correctly?

This might be stupid but I think my computer doesn't work! It's not doing anything! Nothing at all! It just says "It is now safe to shut off your computer."

All right, I did that, but it didn't work. It still says the same thing.

I turned off the computer by on unplugging the computer.
