I am having problems reading some CDs that have been burned on an other's computer. Likewise, I have burned discs of images on CD-Rs and given it to another and they can't "pull up" images. It only occurs with this one person computers. Could they be using something that can't read or writes something different that what I can "pick-up"?(by the way, they use a Window format too). Also, the other system is owned by an elementary school. Could they be using "out-dated" technology? Further, they are having problems reading the burned disc on other computers they have.

They could be using otudated technology Some cdrom drives wont read CD-Rs at all
Older CD ROM drives dont support multi-read Which is necessary if you're using multi-sessions on your CDs
Try using another Brandnamed CD
Make sure you're using CD-Rs and not CD-RWs.
Unfortunately there is nothing that could be done to make the old cdrom drives read the CD-Rs
