Try this

When i try and start my computer, bios goes through its normal proceedure, but when it comes time to launch windows 98 i get a blue screen that says an exception OE has occurred at 0028:c0070021 in VxD VNETBIOS(01). im trying to trouble shoot and figure out what vnetbios means but im having some trouble. any type of help would be very appriciated. thanks

To work around this problem, perform the following steps:

1 Create a file named Smssafe.tmp in the Ms\Sms\Data directory on the client computer running Windows 95 The file should contain only the following line:

2 Run inventory on the client.

It is considered to be Video Crashed
