What is a Mouse?

My cursor turns into a block if I take it off of the screen. It does not do it all the time. I have tried changing it to differrent cursors and it still did it. It is a 1/2"X1/2" block. It acts as a xray as to anything you hover over gives it a xray look. Faces look like skulls. It is usually brown with some black lines through it. The only way to get back the arrow cursor is to reboot. I do not think it is just on one website but seems to work on different ones.
